Best computer editing tool for photos and should I put photos on dvd or cd?

Photoshop is a great program but it costs around $700. If you are looking for something more modest try Paint Shop Pro.



As for storage i would go beside either DVD or an external frozen drive.
Photoshop ...it depends how many pics you want on a disc.....cd 700mb..dvd 4.7gb
Adobe or Corel



And put it on dvd more space for more pics
