Can a PC (Dual core processor) run a Mac Operating system?
Yes, but not legitimately. There are illegally modified book to make MacOS rebuff the flag that pops up when it discovers a non-Mac BIOS. I would recommend against it for now. Maybe surrounded by the future Apple will release a for-PC performance (that's more expensive than Mac only). But for now, you're out of luck.

If you want a MAC, then buy a MAC. You see, if you have need of support, you can get it. If you want a PC; in attendance are hundreds of choices.

No, because Apple are closed architecture, they don't support *all* the range of components that PCs do.
So in attendance are no Mac equivalent of drivers for most video cards, disk adapters, chipsets, biosses, etc etc.
An intel based Mac may run Windows, but a PC won't run MacOS
Unless they are Apple computers .. no .. but in attendance are Apple computer that have be released a year ago which are Intel based and are competent of running Mac OS, Windows XP, and even linux ...
